BILBO is our bilevel bilinear mixed-integer solver. It supports models where a design or investment decision shapes the decisions of other participants.

The formulation can include discrete choices and products of variables. Its structure determines how each problem is represented.
We define objectives, constraints and response assumptions with your team before evaluating results.
A capacity decision can change how operators or users allocate their resources. A bilevel model accounts for that response when evaluating the design. The calculated response depends on modeled objectives and rules, not certain knowledge of human behavior.
BILBO is defined by the mathematical structure of two decision levels. PULSO addresses pricing, demand and capacity. A pricing problem does not necessarily require a bilevel model.
We review who decides at each level, their objectives, variables and constraints, then agree on a formulation and validation criteria.
